MULTIESCALAS E MULTIDIMENSIONALIDADES NAS POLÍTICAS DE DESENVOLVIMENTO TERRITORIAL

 INTRODUÇÃO  As bases conceituais que orientaram as políticas públicas com enfoque territorial continuam vigentes. Questiona-se, no entanto, a ruptura entre o discurso científico e os instrumentos desenhados para o desenvolvimento sustentável dos territórios rurais. O ferramental utilizado desde inícios dos anos 2000, na grande maioria dos países da América Latina, reduziu esses territórios a espaços de intervenção, deixando de lado a observação e a compreensão das dinâmicas dos territórios rurais do século XXI. O desafio consiste em pensar políticas públicas que respondam às mudanças que definem novos contornos dos espaços rurais. Essa nova compreensão amplia o universo de representação, indo além do rural como um espaço destinado exclusivamente às atividades vinculadas à agricultura. Intervir nos mundos rurais desde uma perspectiva territorial implica entender que os limites da ruralidade vão além da perspectiva econômica que os enxerga somente como espaços de produção de alimentos.
